7. City of Portland Residential Infill Project Discussion Draft of Zoning Code and Map Amendments: Until November 20th. on the Residential Infill Project website: www.portlandoregon.gov/bps/infill . Bureau of Planning and Sustainability staff have been working with other City bureaus and local agencies to draft zoning code and map amendments that address the scale of new houses, create more housing opportunity for Portlanders, and refine narrow lot development standards. Materials for public review include a project summary and the Discussion Draft in three volumes: Volume 1: Staff Report and Map Amendments — includes project overview and introduction, analysis of proposals, as well as the methodology for creating the Housing Opportunity Overlay – the new ‘a’ overlay. 9. Oregon Brownfields Coalition Draft Legislation to Provide Tax Credit: For parties that assess and remediate brownfield properties. In order to make a case in favor of the credit to the Legislature, the Coalition is seeking to identify current properties in Oregon where a tax credit might tip property redevelopment into feasibility, i.e., where cleanup and redevelopment might not otherwise pencil without the credit. 15. City of Portland Housing Advisory Commission (PHAC) Seeks New Members: Applications for this existing commission will be accepted on a rolling basis. 1. 14th annual Turkey Swim and Raffle for a Turkey with Portland Parks & Recreation: November 1 – 17th. 2. America Walks Community Change Micro Grants: Applications are due by November 10th at 2pm. These community change micro grants aim to help communities promote walking and improve walkability: Learn more about the grant program here. Apply Today! We are excited to share with you that grant applications from Portland, OR are eligible for additional funds. Successful applicants from Portland will receive an additional $500 to the original $1,500 for a total grant of $2,000. This program looks to help catalyze smaller-scale, low-cost projects and programs that increase the prevalence of walking, expand the diversity of people and organizations working to advance walkability, and help to make walking safer, easier, and more fun for all community members.

Seeking private-sector parties, nonprofit organizations or academic institutions to provide home energy assessments to eligible low-income home sellers, beginning January 1, 2018. Respondents must have an Oregon residential contractor’s license issued by the Oregon CCB or a documented plan to obtain qualifications by January 1, 2018. Up to $10,000 to help Portlanders address challenges faced by their neighborhoods and communities, while also improving the health of our urban environment. 5. 2017 Jobs Plus Initiative Grant Program: Deadline: November 17, 2017. The Jobs Plus program develops locally-based, job-driven approaches that increase earnings and advance employment outcomes through work readiness, employer linkages, job placement, educational advancement, technology skills, and financial literacy for residents of public housing. The place-based Jobs Plus program addresses poverty among public housing residents by incentivizing and enabling employment through earned income disregards for working residents and a set of services designed to support work including employer linkages, job placement and counseling, educational advancement, and financial counseling. Ideally, these incentives will saturate the target developments, building a culture of work and making working residents the norm.

Choice Neighborhoods Implementation Grants support the implementation of comprehensive neighborhood revitalization plans that are expected to achieve the following three core goals: 1. Housing: Replace distressed public and assisted housing with high-quality mixed-income housing that is well-managed and responsive to the needs of the surrounding neighborhood; 2. People: Improve intergenerational mobility with a focus on children and families’ employment, health, and education outcomes; and 3. Neighborhood: Create the conditions necessary for public and private reinvestment in distressed neighborhoods to offer the kinds of amenities and assets, including safety, good schools, and commercial activity, that are important to families’ choices about their community.

9. Community Food Projects Competitive Grant Program, USDA National Institute of Food and Agriculture: Deadline: December 4, 2017. The Community Food Projects Competitive Grants Program funds two types of grants: Community Food Projects and Planning Projects. The primary goals of the Grants Program are to: Meet the food needs of low-income individuals through food distribution, community outreach to assist in participation in Federally assisted nutrition programs, or improving access to food as part of a comprehensive service; Increase the self-reliance of communities in providing for the food needs of the communities; Promote comprehensive responses to local food access, farm, and nutrition issues; and Meet specific state, local or neighborhood food and agricultural needs including needs relating to: equipment necessary for the efficient operation of a project; planning for long-term solutions; or the creation of innovative marketing activities that mutually benefit agricultural producers and low-income consumers. The estimated total program funding in fiscal year 2018 is approximately $8,640,000. Eligible applicants include public food program service providers, tribal organizations, or private nonprofit entities, including gleaners.
10. East Portland Reuse, Recycle & Clean-Up Funds: Available Now until May 15, 2018. Funding of up to $1000 per activity is available until the money is gone. Any East Portland community member is invited to apply for funding to clean up our neighborhoods, keep trash out of our landfill, and engage people in hands-on sustainability activities! Prosper Portland has created the Commercial Affordability Tenanting Program to address a recent dramatic increase in retail rents and decrease in vacancy rates in the city of Portland. The program will be available this summer at Lents Town Center in SE Portland, offering access and assistance to qualified businesses in the form of an equitable application process, reduced rent, tenant improvement contributions and technical assistance. 13. Compton Foundation Grants For Climate Change, Peace, and Reproductive Rights – Grants proposals by invitation based on inquiry: Send a letter asking if they might be interested in your project. The Compton Foundation supports work in climate change, peace and national security, and reproductive rights and justice. Within those core areas, the work must be a match with our transformative leadership and courageous storytelling approaches. The foundation is willing to support work that uses art to spark social change, whether that means directly supporting professional artists who are working toward social or environmental change, funding organizations that bridge artistic disciplines and activism, or groups exploring art as an organizing methodology. The Economic Development Administration is soliciting applications from rural and urban areas to provide investments that support construction, non-construction, technical assistance, and revolving loan fund projects. EDA provides strategic investments on a competitive- merit-basis to support economic development, foster job creation, and attract private investment in economically distressed areas of the United States.

FY 2016 – FY 2019 EDA Planning Program and Local Technical Assistance Program – Ongoing The U.S. Economic Development Administration (EDA) announces general policies and application procedures for grant-based investments under the Planning and Local Technical Assistance programs. Under the Planning program, EDA assists eligible recipients in creating regional economic development plans designed to build capacity and guide the economic prosperity and resiliency of an area or region. As part of this program, EDA supports Partnership Planning investments to facilitate the development, implementation, revision, or replacement of Comprehensive Economic Development Strategies (CEDS), which articulate and prioritize the strategic economic goals of recipients’ respective regions.

The Small Projects and Community Events (SPACE) Program: Click on the underlined link to learn about grants of up to $1,500 to support conservation projects, conservation education, and community events that promote natural resource conservation in the Multnomah Soil & Water Conservation District. Eligible applicants include nonprofit organizations, educational institutions, government agencies, and Native American tribes. 20. Native Plan Mini-Grant with City of Portland Bureau of Environmental Services Community Watershed Stewardship Program: Ongoing. Mini-grants provide gift certificates for up to $500 for native plants to community groups or individuals that need seed money to help start or maintain projects beneficial to the local watershed. We accept and review applications for mini-grants at any time. The limit is one Mini-Grant per group per calendar year. These stewardship projects must bring together volunteers for an overall goal of enhancing water quality in Portland’s watersheds. 24. Portland Brownfield Program – Accepting applications for these grants on a rolling basis until funds are exhausted. The Portland Brownfield Program is a free resource for property owners, developers, and community members who have questions or concerns about potentially contaminated land, including buying or selling property, regulatory process, available funding, gardening on urban sites, and environmental assessment. Bringing brownfields back into active use has many benefits: protecting water quality, decreasing vacancy, reducing hazards to human health and the environment, increasing the tax base, and providing new neighborhood amenities. The Brownfield Program currently administers two grants from the Environmental Protection Agency: Involve and benefit a diverse, broad group of people; A $400,000 grant to assess contamination on properties around the city, with a target area of East Portland; A $1 million grant to provide loan fund (RLF) for cleanup on private properties.
